What CPU cooler to get?

I'm looking for a CPU cooler under 100 dollars that can OC a Ryzen 5 1500X (65w) to 3.9+ GHz.
Is it possible to get such a cooler at this price range? If so, which would you recommend?

I need the cooler to fit in a Micro ATX case...
