Hi. So I will be encoding 4k videos to h.264 from my video camera using handbrake. And I want to encode video and game at the same time, so I assume I will need some spare extra cores? right now my cpu is used 100 percent, is there any cpu that handbrake cant use 100 percent?

For what you are doing, you need a RyZen R7 series, any of them will do, 1700 is best value for money, it can be overclocked to very near 1800X speeds for $200 less, and is built for exactly what you are using your computer for, 8 cores 16 threads.

B350 motherboard is more than adequate enough, and very cheap too, X370 motherboards are really only for those who want to run SLi.

Then if you dont already have it, 16gb or 32gb of DDR4 3000mhz or 3200mhz...

What is your current cpu?
What is your budget?

If you are only encoding, then the Ryzen processors with many threads is a good value.
But, if you are also gaming, ryzen does not have the higher single thread performance that most games require.

It is easier to tolerate longer batch encoding run times than to suffer occasional disruptions to games caused by a slower cpu.
