Depend on what software are going to use and how you are going to use it. If you are designing the graphical part of websites in Photoshop - then a Pentium G/I3 with 8 GB of RAM and an R7 250 for OpenCL acceleration is enough. If you are doing graphic design for print - A4/A3 or B4/B3 sizes of paper - then an I5 or an I7 with 16 GB of RAM and at least an R7 250 is what I would recommend. Illustrator goes a bit easy on RAM, but if you are going multy layer complex projects - I3 is a minimum. In Design is a bit of a mixed bag, but you can go away with an I3 and 8/16 GB of RAM - depending on how complex documents are you building.
