What CPU/GPU should I get so I can achieve 60+ FPS

Hello everybody, so this is my computer rn- http://pcpartpicker.com/list/CQPF8K

I want to remove that CPU/Motherboard/GPU and get new ones. What should I get so I can achieve 60+ FPS with advanced settings in GTA 5.

These components have to work with the RAM.

Also, is a 1920x1080p 66 ghz refresh rate monitor good enough?

I think you will need to adjust your settings.
It is not clear to me what "advanced" settings means.
Spend some time looking at the charts for GTAV in this review of the i3-6100.
The review includes a X4-860K processor and a GTX770 which is somewhat equivalent to your GTX960.

It would appear to me that to get 60fps with very high settings is going to mean both a stronger graphics card and a stronger cpu.
The graphics card would need to be more like a GTX980 or the current equivalent which would be a GTX1060.

On the processor, there are no amd processors that are going to work.
A skylake I3-6100 looks like it will do the job.
You will need a lga1151 motherboard as well as new ddr4 ram.
The only DDR3 ram that skylake supports is 1.35...
