I have a 1070 Ti, but my cpu is really bad and I will trade it this month, I still don't know what cpu I may buy, I mainly want a good cpu for CS:GO and for streaming because I may stream, I want the best cpu I can really get but the most worth it, I need to buy a new motherboard, ram and a cpu cooler but those are not problems, the only problem I have is what cpu I should get? I have a budget of max 1200€ for motherboard, ram, cooler and CPU, the motherboard I am thinking of getting is the Gigabyte aorus gaming 3 or k3 for intel and the MSI Gaming PRO for ryzen, the RAM I think it will be the g.skill RIPJAWS V 3200mhz cl16 and I still haven't chose a CPU cooler. The main cpus I am thinking of are one of these, i7 9700k, i9 9900k, Ryzen 7 2700X, i7 8700K or i7 8086K.
If I get the ryzen I will need to buy a cheap gpu card like a GT 710 just for the secondary screen to not use my main GPU. I need help. I don't know which of these to choose. I mostly play CS:GO but of course it would be great to give good performance to other games too. Thank you for your time!

If that's the case I would look for a deal on a 8700k. It won't be quite as good as a 2700x on streaming and multitasking, but it's no slouch at it either, and the games you're going to be streaming, save for maybe FH4, are easy to stream.

The problem with basing your CPU purchase around streaming, especially a streaming experiment, is that getting one that's specifically good for streaming means getting one that is only better at streaming and multitasking (Ryzen), but not better at just gaming. In fact I'd go as far to say some games suffer from a lot of severe frame drops and stutter with Ryzen, and they may be games you enjoy playing.

So be careful what you wish for and where you purchase. I highly recommend buying all the other parts first, then make SURE you buy the MB and CPU from a vendor that allows 30 day returns for any reason, like Amazon. This way you can try streaming and a lot of non streaming gaming, and go through a lot of titles before you decide if it's the right purchase.

Other than that Intel's 8 core 9000 series runs very hot with very little performance gain at anything below 4K and NO GAIN at 4K. The 8700k is still the best value and sweet spot for all around pure gaming performance, but the 2700X would be better for streaming and multitasking. Just make sure the games you won't be streaming aren't ones that suffer badly from wild frame rate fluctuation on Ryzen.

If I stream it will be like CS:GO and League of Legends and maybe Forza Horizon 4 and maybe GTA V very very rarely, other than that it will be gaming without streaming. But I will be doing a lot more gaming without streaming. I can only buy these from Portuguese buying websites like globaldata.pt and pcdiga.pt.

Ok thank you! I will be looking for the i7 8700k then thank you! 😀
