What Cpu to choose?

Hi, what i5 4th gen to choose? I play games, but i will not overclock...

"same performance" does not exist, which is why they are two different models... Control + F and search for those two to see the difference. It's not huge, but it's there. If you're looking just for a budget CPU that won't bottleneck current GPUs, get the 4460.

It does, and "almost" is relative. But no discussion, 4670 and 4690 are per definition ALMOST identical in performance.

Generally speaking, in a compute bound condition FPS rises and falls proportionally with clock speed when everything else is equal.

Fps-wise, you won't notice a difference. The GPU will be the bottleneck no matter what in games with these CPU's

Im really confused, because you know from 4460 to 4690 its about 40€... it's a lot of money, i could get the ram i want with this money... please help...

If the budget is tight the 4460 is the best value.

As above - if money is tight, just get the cheapest Haswell i5 you can find, which is the 4460 over here.

€X extra on a CPU doesn't make anywhere near as much different to gaming FPS than spending the same amount extra on a graphics card.
