What CPU Will Be Better For GTX 1070?

so I want to buy GTX 1070,
My motherboard is ph67-ds3-b3,
right now I got i5 2400 that bottle neck even my hd 7970 in some games.
what should I do?
buy i7 3770 or e3 1240?

The i7 is the same CPU, only 100mhz (~2.5%) faster.

Your CPU bottleneck won't change with a faster video card. Whatever framerates your current CPU allows with your current video card will be the same with a new video card.

ye that's what I wrote, I need a new cpu, is it a good idea to buy cheap cpu like 3770 or xeon for gtx 1070, and not a new mother board with i7 6700k or a bit less?

One of those two would be a great improvement over what you have, and certainly cheaper than a complete overhaul. It's what I'd do if I felt mine wasn't delivering the performance I wanted.

Generally very little, but it depends on the game and what your target framerate is. If you're shooting for 144fps and the i7 can only deliver 120fps in that game, there's no way you can hit your target framerate of 144fps with your 1070 regardless of what graphical settings you use. If you're only looking for 60fps, the i7 can easily deliver that and whether or not you get 60 will depend on what graphical settings you choose.
