2 sticks for a single price. NOT 2 separately priced sticks.
Ripjaws and Vengeance should both be OK if in a kit of 2.

In the real world, its very unlikely you could tell the difference between CL 16 3200 and CL 18 3600.
But if you are driven by benchmarks, one might score a little better than the other on some benchmark. Buy that one.
Which one is that? You'd have to buy both and test them on your own PC. You won't do that? Then flip a coin. You won't do that either? Then you are stuck in indecision-land with the clock ticking until you decide one way or another.

Your motherboard supports generation 4 NVMe drives.
The WD is a gen 4 drive. The Samsung is a gen 3 drive but will operate OK at gen 3 speeds on your motherboard.
Samsung 970 Evo Plus has DRAM cache and the WD SN770 does not. But WD has done a good job of tuning the controller on the SN770 to work well without DRAM.
Buy whichever would give you the least buyer's remorse...that could well be the one that coincides with your pre-conceived notions.
