When you go to re-boot, does the PC shut down for a second or so and then start up?
i turn it on the fans start going then they stop then the system turns on
If you feel like going through the effort, breadboard the system:
Take the MB back out and put it on an insulated surface like the box it arrived in. Connect just the CPU/cooler, 1 stick memory in 1st DIMM slot as required sometimes by the manual for using 1 stick, PSU, KB, and if available; the on-board video to monitor. Start the system by momentarily shorting the 2 pins on the MB FP header that the case's start button wires would plug normally into.
If it still does that at this point, it is a MB/BIOS defect. Not much you can do except return the board, possibly re-flash the BIOS with a latest version, or live with it. I have had a couple boards that do something similar at boot.
