Solution
I would go for the Strix mobo especially with the mail in rebate promotion, 450 watt brand name 80 gold or silver certified would be ok, it would be risky if lower quality PSU, but I would be more comfortable with a 550 watt of a reputable model.
The Strix has more Ram slots(although both boards support up to 64 GB of memory DDR4 2133 or 2400) VRM heatsinks, better integrated sound (ROG supreme FX), gaming ROG aesthetics, an extra USB 3.0 motherboard header and richer bundled software gaming suite.
price wise : the price difference is really not that big: the strix is selling right now for $78 (after $20 mail in rebate) while the prime is at $72 on newegg >> https://www.newegg.com/Product/Product.aspx?Item=N82E16813132976
