EVGA GeForce GTX 970 have higher clock speed than Windforce and they both have good cooling system Plus EVGA is little less power hungry than windforce so i think EVGA GeForce GTX 970 4GB Superclocked ACX 2.0 is pretty good.

The difference is mostly in the coolers they have. Their names actually tell you how many fans the cooler has, the EVGA has 2 and the Gigabyte has 3. Apart from that they are very much the same as they both use the same GPU and VRAM.
Which is better, I really don't know, personally I like Gigabyte, but not being the G1 gaming version of the card it's probably no better than the EVGA card. And no you don't need a cooler for the superclocked one, the cooler on it is made to do the job.
