That's not quite it.
You can set the maximum amount in bios and the graphics will only use as much of that as it needs.

Whatever you set is not significant, most of Bios allow you to set up to 512MB of shared video memory but in fact the Intel HD can use up to 1.7GB of system RAM if needed (supposed that you PC has enough of RAM). So if you play some large games that demand more 1.7GB RAM at a given time you will experience screen stuttering.

Yes, but that's not dedicated ram, that's shared ram.
What you set in bios is the dedicated ram.
