This problem is specific to GTA 5 FIVEM RP - I'm getting 70 FPS with 50% CPU usage, but only 45 FPS when making turns. However, if you notice anything glaringly wrong in general or need my entire specs please ask, I want to fix this however I can,

Here are my specs:
  • RAM: 32GB 2133MHz
  • CPU: AMD Ryzen 7 5700X (8-Core)
  • GPU: AMD Radeon RX 6750 XT
Do I need to upgrade something? If so, what should I upgrade?

Off the bat, you have very slow memory if it is indeed only capable of 2133 m/ts. Zen 3 usually needs at least 3200 m/ts to shine, preferable 3600 m/ts cl16 or lower.

First, I would go into your BIOS and make sure XMP/DOCP is on for your RAM speed. If that indicates that the RAM speed is anything less than 3000 m/ts, it could be worth getting a new kit of RAM.
Yeah I just enabled DOCP and now my ram in control panel is 2666mhz, not 2133mhz. I also used the default settings for DOCP because I didn't know what I was doing.

I just re-checked, and when I run GTA 5 by itself it is perfect. But server side, it's horrible.

Well thats what I thought. Sometimes thats what happend when playing multiplayer, specially in fast paced moments during game play.

About your RAM, the SPD tab in CPU-Z (which you can download the portable version from cpuid page: https://www.cpuid.com/softwares/cpu-z.html) should show you the XMP profiles your RAM support (or at least the main ones). If you want to give it a a try take some screenshot of it, and share it here. With that info, and the part number which is also shown in that same "Tab", we may be able to tell you if it is worth it to upgrade the RAM or not.

In any case that wont change the connection issues on the server and/or on your side.
