What do i need to upgrade?!

Hi! I really need help with my computer and I don’t know what to do.
I bought my pc prebuilt around 2015. It has a i5-4460, Msi gtx 960
2gb, 8bg ddr3, 2 1 tb HD. Everything is stock on it still. The motherboard is a MSI B85 e45 I think, and a 500W cooler master power supply.
Lately it has started to be really slow in games, getting something half the FPS I usually got. Like in CSGO I need to play at all lowest settings and a 4:3 resolution to not get frame drops and stuff.
Something the desktop is really unresponsive, and loading times are slow.
When in game the cpu is running 100%, ram run 50-60% when not doing anything, disks running 100% when doing nothing (off course there are tasks in the background too).
I really need help, i don’t know what my pc needs... can’t find any super helpful info on the web already.

I hope someone can help me!
 
In all honesty I see you dropping in a non K suffixed i7 and prolonging the migration to another platform to another generation. You could drop in a GTX1060 but that would lead me to ask what the make and model of your PSU is...as well as it's age(should be nearly 2 years today, right?). An SSD would also grant you some responsiveness from the system.

Oh right, we don't know how much you're willing to spend on your upgrade(s) and where you'd like to purchase them from...?

The PSU is a Cooler Master 500W, searches the model number, and I think this is it: http://www.coolermaster.com/powersupply/b-series/b500ver2/is

I don’t really know how much I should spend, I want to know what would make it run better for the least amount, of course with a new gpu and cpu that would of course be around 500 dollars I think.
So if I could give you a price, it would be around 500. With Christmas around the corner I can maybe ask for something to me pc too, like fans, ssd’s.

One more thing, I use my PC for gaming, watching videos, used to use it for 3D rendering and editing, but it was really slow so I stopped doing it, and have tried streaming, but the cpu can’t handle it at all.

Have you ever reinstalled Windows? From your description it sounds like it has got slower over time? Now you can try cleaning programs but nothing beats a fresh install of Windows. Then start monitoring cpu and gpu again. CS GO should only cause 1 or 2 cpu cores to run at 100%, that game cannot use more, it woulda like something else (program/virus/anything) is hogging cpu resources.
 
Something I’m noticing now is, example: when I type in the search bar on windows 10, it’s slow and the letters arent Fluid at all... things like these happen all the time... and is most likely the cpu
 
Take the GPU out, and run off the integrated graphics, to see how the general task performance is. While usually a lousy power supply usually causes blue screens, black screens, and general lockups, sometimes in rare cases it is supply less than optimal/stable power, but just enough to keep the system going. Those Coolermaster units are generally poor quality. Taking the GPU out, will hopefully lessen the load on the PSU enough to identify it as a problem.
 
Thanks, maybe this is a dumb question, but what should I look for to see if the psu is bad? Blue screen? Crash?

And one more thing, when I reinstalled windows, It deleted apps that i had downloaded (I knew it was going to happen), but for some reason, even though my games, editing software etc was gone (wich should take over 100 GB at least), it has the same available space as before....
