What do the steam sales include?

I know this sounds stupid, but listen, I know the steam sales are usually the best during Summer and Christmas but do they only apply to specifically PC games built for the hardware or could I buy something like GTA V in the sales?

They apply for all games on all PC types. No restrictions.

They are PC games. They are normally for Windows but some will work on Linux as well.

I'm asking like, GTA V is on PS4 & PC, But will the PC version be in the sales?

Steam is a PC only platform, so yes. Usually all of the big game developers (Rockstar included) have discounts during the steam sale.

Steam only sells PC games. If you buy GTA V on steam it will only work for the pc, there is no way to install it or use it on a PS4.

Right. Steam is only PC, not console. As faalin stated, Steam does not have games for the PS4 (or any gaming console system).
