What do they refer about minimum requirment

Hello, i want to know what do they refer to by minimum requirement of a game
do they the minimum requirement to launch the game no matter the fps or the minimum requirement to get 60 fps in that game with low settings ?
also my cousin have gt 730 played battlefield 1 in medium with playable fps (25-30) even tho they say gtx 660 as minimum requirement does that mean if u got gtx 660 u can play battlefield 1 with 60 fps in medium ?

No the minimum specs are just kind of whatever they feel will allow smooth game play under all circumstances with lowered setting. Recommended specs are more should stay around 60 fps with pretty high settings.
