GTX 960 or RX 580?

RX 580 is the better card. Just about on par with the GTX 1060, which obviously outperforms the GTX 960 by a fair margin. Be sure you get an 8GB RX 580, not a 4GB model.

Yes, but I heard that the RX 580 is really loud. It wont bother me because I always have my Headset on but I never used a GPU from AMD and NVidia is more popular and optimised better for some games. Ill just go with the RX 580 Red Dragon from Powercolor (8GB). And will it have any issues with an Intel Core I3-8100 ? Like drop the framerates or something like that.

Well in GPU demanding games i don't think so but in some CPU demanding games yes it will bottleneck your graphic card.

It would depend on the graphical settings. In general however, no it would not bottleneck it.

RX 580 is no louder than any equivalent performance card but it's honestly it depends on the specific card model, not just "RX 580". One model of RX 580 might be somewhat loud while another with a better cooling configuration might be nearly silent most of the time and then barely audible under a load. It also depends a lot on what the rest of your cooling system consists of. If you have an air CPU cooler and a few case fans, you may not notice it above the noise they make at all.
