I noticed you used Newegg as your preferred merchant. I made a few adjustments to your build based on better performance and reliability for under $700.

hmmm get the r9 380 it has the same power consumption better performance and somewhat cheaper: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127880&cm_re=r9_380-_-14-127-880-_-Product

comparision between the r9 380 and the gtx 960: https://www.youtube.com/watch?v=NTpNZEW31G0

there is a mini itx version of the r9 380 too. great for micro atx cases

thats a good point. only thing other thing worth mentioning is nvidia generally has better drivers and features like hairworks, g-sync and dynamic super resolution.

yup nvidia might have a little better drivers on game releases but the newer catalyst 15.7 drivers are great(improved the performance of my r9 270x). AMD can run hairworks fine too(see whitcher 3 for example) and it has free-sync(comparable to g-sync) and has vsr(amd's version of nvidia dsr)
so i recomend the r9 380 over any gtx 960

if thats the case i would say by all means do the r9 390. it wasnt when i bought my r9 290 a while back.

I liked most of your build, but only changed a few stuff. Anyway, I'll go with the R9 380 and thanks for everyone who helped.

...And I realize now it would've been better if I gave the solution to the post above me but, oh well...
