We need to know what you are building it for (gaming, editing...?) and what your budget is.
 


One that isn't awful. You really shouldn't go below a GTX 750 for anything you intend to game on. Both of those builds are severely neglecting the graphics card in favor of a strong processor, the second one is also neglecting storage. A green drive is much slower so that it uses less power, you will have notably longer load and boot times with it. Both also have wayyy too much put into the PSU, you don't need a 650W PSU for either of those builds, a good 550W PSU will run most single GPUs out there.

You said you have a $1600 budget, where are you buying from because you should be able to do a lot better than those with $1600 even if you are buying from Best Buy.
 
$1600 is a lot of money... we can get you a very good PC for a lot less than that.

Including Windows too... this is an excellent build. Gaming will perform excellently, and everyday tasks will go great on the i5, especially if you overclock it with the Hyper 212 EVO I included.
