What do you think of this budget gaming PC build?

Intel Core i5-8400
be quiet! pure rock
GTX 1070
corsair vengeance 2x8GB 3200MHz ddr4
Samsung 850 EVO 500GB
Seagate Barracuda 2TB

What about the make and model of your PSU as well as the chassis to hold everything together? I'd advise on going for the i5-8600K since you're going for the Z370 chipset.

pretty good, and good with a 1080p 144Hz monitor.

Phanteks Eclipse P400S
and for the PSU Corsair RM550x ?

Very beautiful build. Only Z370 is available for now, and that MSI Z370 is probably the cheapest. You are fine. B 3XX and H 3xx will not appear until next year.
