someone told me a 500w or a psu under 700w wouldnt be enough to fully utilize the 9800 gtx

You might want to look into that because Im preety sure the 750W is more than enought to run two 9800 gtx

A quality 450W - 550W is plenty for a 9800 GTX. Getting a quality PSU is FAR more important than the wattage rating. Cheap PSU's always over-rate their wattage rating.
