What does anti ailiasing depend on? Is it the game developers? The game console/PC? or the monitor/TV? Also, can the type of HDMI cable contribute to better graphics and faster gameplay?

Anti-Aliasing is performed at various stages by the graphics card. There are a number of different AA techniques with different impacts on performance and quality.

Anti-aliasing does not affect the display itself, although many displays (especially high end TVs) have display processors which can perform similar tasks.

The type of HDMI cable will not affect graphical quality or gameplay. However, the HDMI cable must be rated to provide enough bandwidth between the GPU and the display otherwise it may not work. HDMI 2.0 cables rated to 18gbps are necessary for 4K HDR content at 30fps; older HDMI 2.0 cables or HDMI 1.x cables may work for 4K, but not when HDR is enabled.

hdmi quality has no impact on graphic quality, thats true
all hdmi 2.0 are rated for 18GB, nothing like older hdmi 2.0 exists (fake hdmi maybe?)
4k @ 60Hz HDR possible with hdmi 2.0 (4:2:0/4:2:2 10/12bit, 4:4:4 8bit)

antialiasing depends on GPU horse power, basic antialiasing will render your game screen at higher resolution (or some parts of it) then it downsamples/combine pixels
there are several antialiasing types with mixed performance/quality variations
