What does Duty & Tax do?

i'm buying a phone from an american site and shipping it to the netherlands using www.myus.com/nl, they say some stuff about Duty & Tax, what does duty and tax do?
can someone explain me this, with not too many tough words in it? (because i'm not english )

im buying a phone (moto g 3rd gen 16gb) from motorola.com, do you know how much i will have to pay, will it be 10 dollar or 100 dollar or even alot more?

The tax is likely to be whatever your local VAT rate is. I'm in the UK so i would be looking at at least 20% of the price i paid.
