What does gpu "power limit" do?

So im currently overclocking my rx 570 armor without increasing voltages, so far i managed to get 1345mhz core and 1965mhz memory. I noticed that i was getting lower performance in valley benchmark at higher clocks so i turned up this thing called power limit in amd wattman to 10% and i got like a 6 fps increase. If i increase it more , is it dangerous? Can it harm my gpu? Or is it simply allowing my gpu to pull more power that it needs?

it allows more power to be consumed before throttling. if your card has good cooling, good power delivery and your psu is decent, i don't see the danger in it.
i think there is also a hard limit on the card to limit the amount of current draw/power draw.
