What does it mean if I get the same FPS on every setting on every game?

I have made a few similar topics about this issue, but I simply cannot figure out what is wrong with my system. I am currently using a GTX 970 and playing at 1600x900 resolution, yet I get 45-75 fps on every setting on games such as Battlefield 4 and Farcry 4. I have been told that people who play those games on 1920x1080 resolution with the same card average 60-100 fps on full ultra. What could the problem possibly be?

GPU: MSI GTX 970 Gaming 4G
CPU: FX-8320 (stock speed)
PSU: 600w EVGA Brand PSU
RAM: 2x 4G DDR3 1333 mhz

How well is your GPU cooled? A thermal barrier would lower performance just as much as a performance barrier.

Second idea: Are you sure you don't have a framerate target set in your MSI software?

According to MSI afterburner, the card's temperature ranges from 55-65 degrees celcius during gaming, which I'm sure is right around the norm. However, I'm not quite sure what you mean by MSI software. What program are you talking about exactly?
