This means you should buy the monitor with the lowest response time available, often 2, 5ms as they are the best for gaming any higher and It's no good really!
usually miliseconds for the pixel color change. for example 5ms grey to grey (g2g) means it takes 5 miliseconds for a pixel to change colors from grey to white/black and back to grey

edit: lower is better of course but anything under 10ms will be unnoticeable to the normal eye. (remember this is the actual pixel delay, a further delay gets added by the frames / second from the gpu and the connection
