what does syncing do?

I have a laptop and desktop. When I change my desktop background, it changes to the same picture on my laptop. Is this a security issue? What if I log in on someone else's computer, will files be transferred from my to their computer? What constrains syncing?

Its linked to your windows account, since its considered a "saved" theme.
Your files wont transfer if you log in elsewhere, but windows items such as your theme will.
