What does the following message mean: "The type of the file system is RAW. CHKDSK is not available for RAW drives?"

The USB drive being used now displays the message "Format drive?"
 
Solution
It means that for whatever reason the file system is damaged or was unformatted.

Are their files on there that you need to access or no? If there is we will need to try to recover them. if there isn't anything important just format it.

Unfortunately, just like @drtweak mentioned, the file system of your external USB drive seems to have been corrupted. This prevents you from accessing your files and requires you to format, in order to be able to use the space on the drive again.
If you have important data on it, though, it would get erased after reformatting, so be careful. If you need assistance with the data recovery, it's probably best to turn to a professional data recovery company for assistance and maybe even check this Sticky from the community.
