What does the numbers in the shader clock setting mean? Does the higher number mean better? what does that setting control??

It controls the frequency of the Shaders. Turning this number up is referred to as, 'overclocking,' and results in an increase of Frames-Per-Second.

Be warned, heat and power usage also increases.
