What does these levels imply?

These are the perf levels 0, 1 & 2 I'm getting under the Graphics tab of CPU-Z in my laptop.

My question: Each level gives different core and memory clock levels, so choosing any level and clicking OK affects the GPU performance? If not, why do these options available?

I doubt CPU-Z has much impact on which level your GPU is running at, its just telling you what they are.
My guess is they are levels built into the firmware or driver that basically just ramps the GPU up and down depending on various factor (temperature and power limitations being the main ones I think).
