very little resistance almost none, what is a breaker reset switch used for?
They make cheap circuit breakers.....and usually they have a button like that......and usually if the breaker isn't tripped.....you can press the button in really easy.

If that's what it is....if the power supply draws too much current from the wall....for whatever reason...that will trip.....and you will have to push it in to get the PSU going again.

I don't usually see them on PC PSUs much.....but I see them on a lot of other things.

Solution
So I get that this power supply is bad, this pc belongs to a friend of mine and I helped him clean it, cuz I'm the computer guy from us two :), the funny thing is that the pc has a really nice looking case like gamers, and I really thought this was a great computer, but when you open the case the mother board is tiny, the ram is from company I never saw before the cpu fan is intel stock and the case itself doesn't seem to have a brand also, plus what you're all saying, I guess this pc was built with the worst possible parts.
