What does Turbo Boost mean AMD FX-8320

Hi i was wondering what does Turbo boost mean bcs i have AMD FX-8320 3,5 ghz [turbo boost up to 4,0ghz]
so can somebody tell me what does it mean ? do i need to toggle it somehow ?

Turbo is automatic. When you're not using all of your cores, some of them run faster than 3.5ghz because of extra power budget.

In windows power settings if you set it to performance it will always be boosted (at least with intel) but in reality it can be left to boost automatically when needed download cpu z and run a complex task and you will see the multiplier boost
