What DVD decoder does (should?) my Latitude C640 have ?

I have a Dell C640 (ATI radeon 7500) running XP Pro+SP2. It's our
corporate IT build, not the original Dell build. I'm running Windows
Media player 10 with whatever DVD codec that IT installed.

If I run DVDUpgrd/detect, it tells me:

The question is, Is this the Best/Most Appropriate codec for this
machine ?

I gotta wonder if there's a reason why, with ATI graphics, they wouldn't
have installed the ATI codec.

What (if anything) would Dell have pre-installed on a C640 with XP ?

Your question ("Is this the Best/Most Appropriate codec for this machine ?")
is incorrect. Codecs are software used to play media files: You can play a
given media file if you have the proper codec for it installed on your
computer. You might ask 'is this the best or most appropriate codec for this
media file?'.

As for your IT department: I don't expect that they want you to use your
computer at work for listening to music or watching video, so you shouldn't
expect to find anything other than the default codecs on your machine.
