[SOLVED] What exactly is the 1314 plug receptacle?

I saw somewhere that it is a regular USB slot just like the USB 1 and 2 slots it sits by on the mobo, but don't understand that, exactly.

But, can it be used as a third USB slot?

USB1314 is a normal USB 2.0 or 3.0 header. 1314 just says it's the 13th and 14th USB ports out of the total you have on your motherboard.
