I'm not sure that I understand your question completely, but the system recovery partition contains all the information for your OS and drivers. By using system recovery, the option you basically reinstall the original OS after reformating the system drive (C: ) and along with that it reinstalls the software and drivers for the laptop.

So, that's different for win 7 on HP?
 
Laptops come with preinstalled Windows (OEM). They also feature a recovery partition which you could use in order to create a recovery drive and/or restore your system to its factory state, which will include all the software which was there when you first got the computer. However, you can also create a system repair disk via Windows as well: https://support.microsoft.com/en-us/help/17423/windows-7-create-system-repair-disc
