What gets hottest in a VRM?

Should I stick it on both the capacitor and the mosfets or does one get significantly more hot than the other?

The MOSFETs need to be cooled most. Look at photos of boards with heat sinks. What is your motherboard. A downdraft aftermarket GPU cooler can help a lot as well.
