I think it has a 250 watt psu. I have one similar to this.Optiplex 780 Specs Sheet
That system appears to have a 305 watt power supply. Depending on what CPU is installed, I probably wouldn't put anything more than a GT730 into it.

noHey. How old are you? Just curious. You look young in the picture. Do you work? Do you have any income?
will gt 730 fit without upgrading psu and will is bottleneck? The GT 440 is a maybe (probably), the 9800GT is a definite "No". Neither of those cards will give any kind of gaming satisfaction however as they are both ancient. If you cannot afford a GT730, then I'd probably give up this idea until you can.

P.S. The Guide Book I linked shows a number of different processors available for that system. Which one is installed in yours?
gt 730 1gb or 2gb?
will gt 730 fit without upgrading psu?
i saw a guy fit 750 ti in his 760 sff so should work for me i guessThe GT 730 has a minimum recommendation of a 300 watt power supply (Geforce GT 730 Specs). In theory, it SHOULD work, but given the age of your system, I would not be surprised if your system could no longer power it. The only sure way to know is to try it.
