Ok, so for 4K you want performance and for future-proofing you want maximum VRAM. The most VRAM available on a consumer-grade video card today is 24GB and only the two most powerful cards in the world have it.

Rank #1 - The GeForce RTX 4090 24GB:
PNY GeForce RTX 4090 24GB - $1,549 at B&H
Rank #2 - The Radeon RX 7900 XTX:
Sapphire Radeon RX 7900 XTX Pulse 24GB - $970 at Newegg

Performance comparison:

So the RTX 4090 is the better card with a 22% performance lead at 4K but it's also 60% more expensive which makes the RX 7900 XTX the better deal.

It all depends on what is more important to you, the performance or the value.

Ugh, forgive my stupidity. It didn't even register that you used a pound-sterling symbol which should've told me immediately. One of the joys of being "an uncouth colonial" I suppose. :giggle:

With a budget of 700 quid, the best you can do with nVidia (you want DLSS and only nVidia has that) is an RTX 4070. I found the best deal on one at overclockers.uk:

Inno3D GeForce RTX 4070 Twin X2 OC White 12GB - £600
I couldn't find an RTX 4070 Ti that was under £700 but this is a phenomenal price because I saw other RTX 4070s costing as much as £720.
