I'd wait for Ryzen to come out to be honest. CPUs can affect GPU prices and although I guess I consider myself an NVidia fanboy, AMD might catch up with Ryzen and graphics cards and such might drop in price to compete. Also, what are you going for here? As in, what kind of games?

If you have the power supply to support it the R9 Fury is the fastest for the money... at least here in the US. You can get one at Newegg for $239.99 after rebate. Faster than a GTX 1060 6GB or RX 480 8GB (and faster than the previous gen GTX 980). It does have less VRAM than either of the slower RX 480 8GB or GTX 1060 6GB, but 4GB of well managed HBM memory to me is a good as 6GB of GDDR5. Was 4GB enough when it was released @ $550. Heck no, but at $240 its fine.

300-400 sadly i can't find any gpu at that price point and I have a 750 ti right now and i don't have a preference

If you don't need it now, go ahead and wait, prices might even lower in the future when vega comes. If you need it now then get the 1070
