My personal preferences run:

Corsair: TX -> TXm -> RM -> RMx
CX if you're really on a budget.

Seasonic: Focus and Prime models.

Superflower Leadex models.

There are more that are worthwhile, but you should really read the first post in the thread that my first link leads to.

Don't read consumer reviews of PSUs; they're absolutely worthless.

This is the only way you can review a PSU.

It's not like reviewing a beer or a sandwich shop. The things that make a PSU recommendable can not be evaluated by >99% of people responding to an Amazon review.

The benefits of the PSU tier list are that the PSUs that are highly rated have all been torn apart and reviewed by someone competent, or are on the same platform that has already been done so.

It's a very bad time right now to buy any gpu's. I would strongly recommend sticking with the 1660 Super. 1660 super is a very powerful GPU, focusing on solving those problems instead of buying a new one would probably save you a lot of money. Changing the PSU might help, if not try EVGA warranty as other people stated.
