I have an old pentium 4 670 3.8ghz laying around and i decided to use it as a media center. I wonder which GPU with an HDMI port would be best suited for it?

OK. I just put that up there, as an alternative to using a space heater. Which is what the P IV series was known for.
Hot and noisy.

That motherboard has a PCIe slot, so just about anything with an HDMI port.

I expect even a GT 240 would work

I would look around on ebay for an old GTX 960, GTX 1050 or GT1030. Get whatever is cheaper or has the outputs you want or need. You dont need much performance for a media center

Another option that would be alittle more but get you something modern would be to go look for a used B450 motherboard, a Ryzen 2200G or2400G and 8gb of DDR4. The integratedgraphics of those ryzens would be more then enough for a media center and you could then make an ultra compact media pc since you will not have to worry about a GPU

What is your budget for this?

I don't think budget matters at this point, I already purchased a foxconn 662 mx motherboard with a an lga 775 socket and 2 gb of dd2 ram which is the max mb supports, all i need now is the name of a gpu to run librelec at 1080p. I want to use these parts to fit in the custom wooden case i plan to build and use as a media center with a tv.

I gotta be honest. This CPU is so old and slow at this point that it may not even be enjoyable as a media center, depending on what types of files you're opening. Hence USAFRet's idea to just got a refurbished office PC from the last decade cheaply.
