what is your monitor resolution. the resolution will tell you how much oomph will be needed. you do not need a rtx 2080 for a 1280x720 screen.
your PSU is also not meant for driving a hungry video card
my monitor resolution is 1366x768
and my max budget is 300$

the 1650 would be my suggestion.
even if you change the PSU you still will not need more oomph until you change the monitor.
for 1080p @ 60-144 hz the rx 590 or the 1660 ti would be my suggestion after a new PSU ofc.

Fastest, without changing PSU, would be a GTX 1650. Plenty for 720p gaming, and still usable, should you decide to bump up to 1080p.
