No, the 1050 easily outperforms the rx460. The closest amd gpu to beating the 1050 would be the Rx470, which beats it handily.

2nd hand/used/ebay/Craigslist etc is the only way you'll get a gpu cheaper than a 1050 that'll actually beat it. The 1050/1050 is the king of its price/performance slot, you'd need to look higher performance like a 970/1060, 470/480 or older cards such as the r9 380/390. That's not going to be easy since lack of supply with high demand (crossfire/sli builds) has kept those cards at higher prices.

I didn't see the out perform however rx 460 is 20$ cheaper for 5-7 less fps https://www.amazon.com/dp/B01K1JV83C/?tag=pcpapi-20
