Hi im am wondering what Graphics card has the highest fram rate

It depends on your budget and resolution. If this is an honest question, the fastest single GPU on the market today is the GTX 780 Ti, but at very high resolutions a GTX Titan may be better due to a higher amount of video memory. An R9 290X is of similar speed to the 780 Ti but also has more VRAM for higher resolutions and texture settings.
