What Graphics card is best for me?

I'm looking for a graphics card in the $250 - $350 price range that can outperform PlayStation 4 graphically. I want to be able to max out settings on most AAA games for the next couple years at 1080p. As long as fps is 30+ with a visual fidelity above playstation 4(better textures, draw distance, crisper image, etc.), I'm happy.

- I game on a Sony Bravia 1080p hdtv, not a monitor. Will this hold me back from a noticeably superior visual experience? Or will it still be NOTICEABLY better?

- I'm looking at either a rx 480- 8gb, or a gtx 1060 - 6gb. Those seem like the best options, but not sure which card would be better for my PSU as well as for the long term. I'm not sure there is anything cheaper that will offer enough power to meet my needs through the next couple years or so.

- Also, would a Gtx 1060 or rx 480 allow me to use DSR at 1440p downsampling? Could I comfortably game at 1440p DSR for a lot of current games? Or even games a few years old? Would there be a visual improvement on my 1080p hdtv? Thanks for any info!

My Specs: Intel core i-5 4460 3.20 ghz.
Antec 450 watt psu
Windows 10 64 bit
12 gb's Ram
2TB hard drive

p.s. I'm currently gaming with a gt640 1gb since 2012. It was a decent card for me back then, but any game after 2013 doesn't really run well at all. But I can do games like Skyrim on Ultra settings with it at 30fps average. And a handful of mods. So I'm excited to see what kind of a performance jump I would in get in games(new and a bit older) by going from a gt 640, to a GTX 1060 6gb, or rx 480 8gb.

a ps4 would not even be comparable at all

gtx 1060 6gb > rx 480

dsr can be nice, and yes either card should handle 1440p quite well on most games

make sure your psu has the proper pcie cable for whatever version gpu you get

upgrading from a gt 640 to a gtx 1060 is like going from a half dead monkey to a silverback gorilla
