I have a 1400 CAD budget for my whole build and would like to know what the best graphics cards are for playing at higher refresh rates at 1440p.

3070 is about to launch and ~2080TI levels of performance, so another great option....anticipated to be ~$700 CAD. Likely to have the same supply issues initially though.
Really depends on the games you play & the settings you want though. 2070Super, 2080/Super or 2080TIs may well be plenty if you're not looking to max out AAA titles, but the price has to be right.
Used, a 2080TI might make sense in the $600 CAD or less pricepoint, and scales down from there.

Getting last gen cards is also possible, but only if you see decreased pricing for them (which is not actually happening right now.)
the monitor is not included and the os isn't either the 1400-1600 cad is only for the pc, before tax.Does the $1400 include a monitor and os?
How much storage do you need?
The 3080 is appropriate for 4k gaming.
at $700, it is a much better buy than a used 2080ti.
A moot point since they are hard to buy today.

3070 sounds like an appropriate card for 1440P, but you may have to buy that used 2080ti if 3070 is hard to find.
What are you planning on for processor?
Is your gaming fast action shooters? If so, good graphics is all important.
If you play more cpu centric games such as sims, mmo and strategy games, then look more to fast [rocessor speeds, particularly single thread speeds.
One rule of thumb is to budget 2x the cost of the processor for the graphics card.
ok thank you I will consider thisI would say the 3080 is appropriate for 1440p 144Hz+ or 4K. Even the 3080 cannot run max settings in all games and average 144fps today, let alone future games. I’m running a 3080 at 1440p and it’s a brilliant combination. It will be good to see the 3070 benchmarks as it may offer a better price/performance but if an option the 3080 is a beast.
