What Graphics card Should i get? and does Mobi Ram limit effect or include VRAM?

Hi.

I have a
Motherboard: G41TM-P33 (MS-7592)
CPU: Intel(R) Celeron(R) CPU E3300 @ 2.50GHz
Ram: DDR2 PC2-6400 (400 MHz) (1x2GB Second slot empty Have plans of filling it)
PSU 250watts (looking to get a 500w)
and the video is the on-board Intel G41 Express chip-set

So question 1 is, what card can i use?
I looked at a EVGA GeForce 8400 GS 1 GB DDR3 PCI Express on amazon but i don't know if it would work? i was told that PCIe v2.0 can work in v1.0 but will it need a personal power supply like i have seen some of the new cards have? Because the 500w i want to get does not have it? and if it does what would be the recommendation? I'm looking for something that does the job of the G41 but you know better :)

Q2: MSI's sit says My mobi is limited to 8GB Ram(Cool?) But does that include Vram of the video card?
 
Well, what is your budget? And VRAM is on the gpu so it won't be affected by the mobo. Also, I think it's time for you to upgrade. Try to get into the "i" series of processors by intel and get a new mobo.
 
I would love any of the new CPU or even a new one based on the Haswell architecture! but that requires alot of cost new modi new ram (bigger) new case, new OS etc. I would like to upgrade what i have (like the Havit logo says Enjoy what i have :) ) and when I have enough money a completely new computer :) and use this one as a server for me and my bros LAN games, SO if you know any PCIe V1.0 x 16 1 or 2 GB card i would like to play my Witcher 2 and gta eflc (Sitting in a draw) it would help my search and give me a money target.
 
Like mentioned, we need some kind of budget.

Don't get an 8400gs, it's crap, can't run anything. You are going to need a new power supply pretty much no matter what you get. Don't cheap out on a power supply. Stick with known brands like Corsair, Antec, and Seasonic.

Once we have a budget we can make a recommendation, but I can already tell you that you are gonna be severely bottle necked by that processor and RAM. Even with a new card, you are not going to be running any recent games at all, and older games will still run poorly. I don't expect GTA and Witcher 2 to run good, even if you got a new card. They are processor intensive and yours simply wont cut it.
 
Yeah i will upgrade the PSU, but guys I don't have a budget. the way i save up is get the target then get the money for it, eg i don't get 200 then see what i can get i see what i need then i save up for it. I Currently can play Witcher 2 but its a slide show even on the lower settings and as long as i can read the writing I am happy, i don't want dynamic HD lighting etc that will wait till i get a bad a$# PC in a year or so, But i just need a GPU to fill in to Help my PC limp through I'm not looking for a GTX titan.
 
I would get something from the AMD Radeon R9 series like the 270 or the 280 for maximum gaming performance. Also, get a different mobo, 8 gigs is necessary for good multitasking and sometimes even gaming results.
