If you know what photo and video editing software you'll be using, go to the websites for those programs and look for what hardware they support. Depending what programs you use, a videocard may not help at all.

On average, when they do use the videocard it's for specific tasks, not all tasks. Therefore, something like a 1050 or 1050 Ti is all you really need. In fact, if I were you I'd run my programs on the integrated graphics first. They might run just fine and you won't need to spend money on a videocard at all.

here me out the best for that money you can buy this https://pcpartpicker.com/product/ymrcCJ/asus-geforce-gtx-1080-8gb-video-card-turbo-gtx1080-8g

or my second choice would be this
https://pcpartpicker.com/product/ZWnG3C/msi-geforce-gtx-1070-ti-8gb-video-card-gtx-1070-ti-gaming-8g
https://pcpartpicker.com/product/j8rcCJ/asus-geforce-gtx-1070-8gb-video-card-rog-strix-gtx1070-o8g-gaming
https://pcpartpicker.com/product/DrDzK8/zotac-geforce-gtx-1070-8gb-amp-extreme-video-card-zt-p10700b-10p

that is for 2k/4k and it is in your budget

That would be a complete waste of money for editing in my opinion.

Better off spending the spare cash on more SSDs for a scratch drive etc.
