I've been using Asus GTX670-DC2OG-2GD5 for 3 years and it is dying due to white lines appearance on screen. What graphics card to buy for replacement? My budget is under $230.

Solution
Yes to the cooler q's. You'll run quieter and colder. As for the fps... You can set the cpu to render as many frames as you want, however, it's wasted effort if the monitor maxes out at 60 fps. To that point, I think that any quality, moderately priced monitor that has over 120fps refresh will make your gaming experience better. Remember to match freesync with amd gpu's and gsync with NVidia gpu's.

you should be able to get a gtx 1060 3gb or rx 480 4 gb for that. If not the rx 470 is the next best thing. After that it's the gtx 1050ti.

Before buying graphics card, there are other things to consider such as casing, CPU cooler, etc right?

High temperatures adversely affect the GPU core and VRAM. High temp also effects filter capacitors, making them degrade much faster. There are filter caps on your graphics card and PSU that could be worn out from abuse. Fix high temps first.

My casing has 1 rear fan, no top vent so no top fan, and no front fan. If I use GTX 1060 with 60 FPS and ultra settings, does it generate more heat therefore make loud noise in my casing?

With only a push out of air, and the rest is ambient air being drawn in. the CPU and GPU are both generating a lot of heat that isn't circulating out of your case. therefore the cpu and GPU fans have to work harder to keep temperatures down due to internal air incase not fresh air. I would consider changing case if I was you.

What if I don't want to change my casing? My casing is CM K280. I can add a front fan and a side fan. Does it solve the problem?

My CPU is i5-3470. Can it pair with GTX 1060 3GB?

I don't get what you mean but my PSU is Seasonic S12II-620W.

Here's my spec:

CPU: i5-3470
Mobo: GA-H77M-D3H
RAM: 2x Kingston 4GB DDR3
PSU: S12II-620W
Case: CM K280
Fan: 1 rear fan

I've come down to these two choices: GTX 1050 Ti 4GB or GTX 1060 3GB (or 6GB) Which one to buy to fit my current spec? I play Overwatch mostly or maybe other games in future.

I'm late to this thread but here are my thoughts. One, for games like Overwatch you don't need much, a 1050 Ti will do fine. It'll even play more demanding games like GTA V and Battlefield 1 fairly well. On the other hand "maybe other games in the future" suggests you'll probably be playing new games that come out, games even more demanding than today's games. So I think the 1060 3gb is what you should get. Your i5 can use the extra performance of the better card.

One last thing, you should upgrade to 8gb if you want to play the more demanding games. It doesn't make a lot of sense to spend the money on a 1060 but run with 4gb system ram. For Overwatch and other esports type of games 4gb is alright, but then I'd advise getting something like the 1050 or 1050 Ti for that.

Sorry it's 2x 4GB RAM actually. I've update my spec already.

I stretch my budget a bit and I choose RX 470 4GB instead of GTX 1050 Ti and GTX 1060 3GB. Is it good choice and why? If I choose Sapphire Radeon RX 470 4GB NITRO+, is it quiet when idle, ultra settings when gaming with my current spec?
