i want to max out most games at 1080P i will never need to go above 1080P but would like to not have to upgrade for a long time also fps isnt a major factor aslong as it is above 40-80 around £100

CPU: Intel Core i7-4770K 3.5GHz Quad-Core Processor (£235.99 @ Amazon UK)
Motherboard: ASRock Z87M Extreme4 Micro ATX LGA1150 Motherboard (£89.12 @ Amazon UK)
Memory: Kingston Fury Series 8GB (1 x 8GB) DDR3-1866 Memory (£60.11 @ Amazon UK)
Storage: Kingston SSDNow V300 Series 120GB 2.5" Solid State Disk (£48.00 @ Amazon UK)
Storage: Western Digital RE3 1TB 3.5" 7200RPM Internal Hard Drive (£36.00 @ Amazon UK)
Case: SHARKOON MA-M1000 MicroATX Mid Tower Case (£29.99 @ Amazon UK)
Power Supply: Corsair CX 430W 80+ Bronze Certified Semi-Modular ATX Power Supply (£35.76 @ Amazon UK)
Total: £534.97

For a decent GPU you will need more than a CX430.
Also, for just gaming you won't even need a 4770k, a 4670k should do you fine.

You will need atleast 600W, if you want a good 1080p GPU.
This will probably be a GTX 770.

would the cpu alone be able to run games at 720p at 30fps?

No, get at least a 750 ti.

No, get at least a 750 ti.

if i was to go the amd route what would i be looking at to run a 1080P 60fps

R9 280X 329.99 Usd
R9 270X 209.99 Usd

The R9 270X is more than capable of 1080p at High, but not Ultra settings.

You'll not get a card capable of running AAA titles at 'decent' settings on a 1080 monitor for £100, at least not new. to match your requirements you'll need to stump up closer to £200.
Is the system in your post built or just a current list of parts? If it's a list you'll need to make some changes to release the extra cash.

I decided on the Video Card: MSI GeForce GTX 760 2GB TWIN FROZR Video Card (£169.99 @ Amazon UK)
Case: Zalman Z3 Plus ATX Mid Tower Case (£38.95 @ Amazon UK) that can max out games

Great choice man!
Good luck with your build!

That is a great card. Good look with your build!
Be sure to shop around as lots of places offer free games when you buy a card. Have a look at scan.co.uk (i got all my parts from there and if you live in the manchester area then you can go to their shop and drool over all of their £10000 pc's!)
